The data come from arresting agencies, prosecutor offices, and state courts. Mugshots, height, weight, race, and sex are not exposed in the open data API.

Where Ramsey County Booking Data Come From

The ADC roster is not typed in one place. It is built from upstream feeds. Arrest data come from arresting agencies. Formal charges come from prosecutor offices. Judicial information, including court file numbers, court dates, and proceeding locations, come from state courts. The Sheriff's roster system pulls these into one view every 30 minutes.

A new booking may not appear right away. The county page says people in intake or initial booking may not show until a booking number has been assigned. After release, the record stays online for five days, then drops off the public roster. The Socrata story metadata says records are kept for the last 90 days, including today, for research and historical use.

Ramsey County Booking Process at the ADC

An arrest in Ramsey County begins at the scene with a Saint Paul police officer, a sheriff's deputy, or another local agency officer. The arresting agency transports the person to the Law Enforcement Center at 425 Grove Street, which shares its address with the ADC. The intake area assigns a booking number. The booking number is the key field that ties the arrest to every later step in the Ramsey County inmate records flow. Intake staff record identifying information, photograph and fingerprint the person, and complete a medical screening.

Until the booking number is assigned, the new arrival may not appear on the public roster. After the booking entry is created, the open data feed picks it up on the next refresh cycle. Prosecutor offices add formal charges when charging decisions are made. State court systems then add court file numbers and the first hearing date. From booking through first appearance, multiple agencies update the file, which is why some rows on the roster show an arrest charge with no formal charge yet.

Ramsey County Correctional Facility for Sentenced Residents

RCCF at 297 South Century Avenue houses adults sentenced by the Second Judicial District for up to one year. The 556-bed facility takes both men and women. The 2024 Community Corrections Comprehensive Plan reports that average daily population dropped to less than 100 after reform efforts. The 2024 fact sheets name Deputy Director of Facilities Elizabeth Reetz, Superintendent Timothy Vasquez, and Assistant Superintendent Steve Horgan. Sentenced residents either turn themselves in at a date and time agreed with the court or are transported from the Law Enforcement Center after a hearing.

RCCF programming covers Decision Points, Parenting Group through the Doula Project, Adult Basic Education, English as a Second Language, chemical dependency, and the Community Alternatives Program. CAP lets eligible clients serve a court-ordered jail sentence under electronic monitoring instead of behind walls. The county says CAP participation continues to grow.

Bail, Bond, and Release Conditions

Most people booked at the ADC have a first appearance within a short window. At that hearing, a judge of the Ramsey County District Court reviews the complaint, sets conditions of release, and may set bail or bond. The county partners with JusticePoint for adult pretrial services. JusticePoint screens defendants and supervises release under court conditions as an alternative to detention. The County Attorney's biography notes that JusticePoint and similar programs help reduce jail-population pressure while protecting public safety.

Once a bond is posted or release conditions are accepted, the Sheriff completes release processing. The ADC roster updates the Date Released field on the next refresh. Conditions of release can include no contact with victims, drug testing, electronic monitoring, or a curfew. A violation can trigger a new warrant on the OWS feed.

Inmate Mail, Phone, and Email

Inmates at the Adult Detention Center and the Ramsey County Correctional Facility have access to mail, phone calls, and limited messaging through the facility's vendor. The county lists visiting hours, visiting rules, phone, mail, text and email, medication and glasses, and FAQs on each facility's communications page. The exact vendor rates and the banned mail list change by facility. Confirm any rule before sending money, letters, or photos. The county's RCCF visiting and communications page is the central source for the sentenced facility's procedures.

Community Corrections also notes that residents who are deaf or hard of hearing get free sign language and oral interpreters, TTYs, text phones, video relay systems, and other access services at both RCCF and JDC. The county lists 651-266-1400 for RCCF and 651-266-5255 for JDC for those communication arrangements.

Data Practices and Ramsey County Inmate Records

The roster is published under the Minnesota Government Data Practices Act. Booking data, charges, and court information are public unless a statutory carve-out applies. Active investigative data are not public under section 13.82. Juvenile records are restricted under section 260B.171, which is why the JDC does not publish a roster. Civil commitment files are also not on the public web.

Note: A clean ADC roster result does not prove someone is out of custody; call 651-266-9350 before relying on the public Ramsey County inmate search.
